Enabling And Projects Officer (Housing)

Seven Resourcing are looking for a temporary Enabling and Projects Officer to work with the Housing Service in Stoke. This position is initially for a period of 4 months and is paying from £20.00 – £24.00 per hour (PAYE and umbrella payment options are available).

The role:

To undertake housing related research and analysis and contribute to the development and maintenance of a market intelligence resource.

To develop and maintain housing related policy, including in relation to the Housing Revenue Account and to give advice and guidance in relation to it.

To monitor housing related policy and strategy, including action plan delivery, to ensure that it is implemented effectively and, where necessary, to suggest changes.

To develop and implement projects which inform and enable investment into housing in the city – including to improve stock condition, facilitate affordable warmth and respond to the low carbon agenda.

To project manage the delivery of key projects, exemplified by the Housing Strategy, stock condition surveys, research and client specific housing strategies.

To procure external commissions, including for other service areas, and to ensure effective budgetary and contract management as applicable.

To input into the future council house and public buildings repairs and maintenance service options appraisal and subsequent service model implementation.

To ensure the effective governance of projects, including through relevant boards, steering groups and the council’s decision making processes.

Key Responsibilities:

      To inform and develop policy proposals and, subsequently, housing policy and strategy, in conjunction with key partners, and to ensure its effective implementation.

To contribute to the effective governance of the Housing Revenue Account business, including supporting the Housing Management Board and monitoring the Housing Revenue Account Business Plan.

To develop and manage projects which support the delivery of the council’s strategic priorities and objectives.

To deputise for the Enabling and Intelligence Manager/Projects Manager across the range of responsibilities associated with the role of the manager, including representation at meetings and other forums, for example: meetings with Elected Members, Tenants’ Board, Leaseholder Panel, multi-disciplinary Steering Groups and stakeholder meetings

To ensure effective interfaces with other colleagues working in other Housing Service areas, ensuring collaborative working, in particular in relation to the Housing Revenue Account business, performance, project development and project delivery.

To ensure effective governance arrangements for the delivery of projects and to ensure that projects comply with all statutory and regulatory financial standards and reporting deadlines.

To input into the setting of budgets and to manage and deliver delegated budgets accordingly. To work at a corporate level across departments, and with other partners, to help to ensure that key strategies are aligned and that there is consistency in terms of strategic direction.

To work in partnership with others to facilitate and ensure the delivery of appropriate elements of locally agreed strategies.

Applicant Requirements:

  • Qualifications: Degree in relevant subject or relevant professional qualification or equivalent successful experience coupled with clear evidence of commitment to continuous professional development.
  • Experience: Demonstrable experience of research, data collection, collation, interpretation, analysis and reporting.
  • Compliance: 2 years written references and proof of right to work in the UK.
  • Travel: Clean UK driving license with the ability to commute to and from work independently.
  • Hours: 37 hours p/w.
