Enhanced Partnership Manager

Seven Resourcing is working with Leicestershire Council to recruit an Enhanced Partnership Manager for their Management Services.

£23.04 – £25.35ph depending on experience.

The role will be the County Council’s lead on driving forward the aspirations of its Bus Service Improvement Plan through the management of its formal Enhanced Partnership and associated Board and Forum.

The role will play an integral part in the identification and development of the Enhanced Partnership Schemes aiming to improve the public transport offer in Leicestershire and provide the public transport planning strategy expertise for the authority.

The role will also be the Passenger Transport Policy and Strategy lead for the Council including managing the impacts of changes to the commercial passenger transport network as well as managing the councils supported network.’

Essentially, we are looking for a subject matter expert on Local Bus Services that is experienced in partnership working with bus operators, but more importantly someone with that knowledge and expertise of the commercial bus operator market, managing local bus service contracts, negotiating with operators and making sound policy-based decisions on what the council steps in with against a limited budget.

We are in the midst of reviewing our current register of contracted bus services and currently in the process of reviewing our policy approach in light of the Governments recent announcements of BSIP+ funding awarded to ourselves to support the bus market. The role will play a key part in driving the revised policy approach forward and how we take forward the spend of this additional funding we have had, but being mindful of where this will leave us against existing budgets when this funding dries up.

I suggest it will be a 6 to 12 months period initially.
