£19.94ph via Umbrella Company.

Base/Location: County Hall

Responsible To: Senior Transport Manager

Responsible For: Transport Officers, Vehicle Inspectors and Bus Tutors as

appropriate

Key Relationships/

Liaison with:

Staff of the County Council, District and Parish Councils, Government Departments, Statutory Undertakers, Consultants, Developers, outside bodies who (act as clients or) provide goods, services, and information, including Students, parents, bus contractors, schools & colleges, Social Workers and Social Care staff

Job Purpose:

To assist in the effective, efficient and legally compliant delivery of passenger

transport services. 

Duties:

Review/plan school transport for secondary schools. This will be in the region of 4,500 pupils attending 50 schools.

Allocate all pupils to correct contract

Monitor comms received from stakeholders eg schools, operator, parents typically via email and ensure these are responded to/factored into review. Eg change in school times, term dates, parent requests for specific buses.

Monitor and allocate pupils received via education new intake from Transport Assessments (ie any pupils approved for transport after the initial batch assessment)

Assist with the procurement of replacement contracts on BB4 DPS with ProContract and issuing of contract award documentation

Agree annual season ticket price/contract with individual local bus service providers for pupils placed on network for their transport provision

Engage with Customer Service Centre over the printing of school bus passes for contract bus users

Input primary school transport requests onto education new take when parents of entitled pupils email Mainstream Transport mailbox confirming transport is required

Review/plan school transport for primary schools. This will be in the region of 650 pupils across 70 primary schools.

Set up and issue parent contracts (where relevant) for each school as each review is completed

Oversee the issuing of school and operator packages before the start of the academic year.

Applicant Requirements:

Qualifications:

       – Degree or equivalent relevant qualification plus experience in (A) below OR

– BTEC Higher or equivalent in relevant field plus experience in (A) and (B) below

OR

– Experience in (A), (B) and (C) below

Chartered Member of the ILT 

Experience: A)

– Negotiating with external contractors

– Working collaboratively with partners and influencing outcomes

B)

– Analysis of statistical information of a complex nature

– Compilation of performance and/or other management statistics

C)

– Working within a contract management environment

– Co-ordinating and ensuring efficient operation of transport services

– Implementing continuous improvements in a service provision 

– Sound knowledge of legislation relevant to transport provision

including the Transport Acts 1985 and 2000.

– Knowledge of Leicestershire County Council’s Policies and

Procedures in relation to Transport services.

– Working knowledge of databases, including bespoke systems 

Compliance: Up to date Passport and Right to work in the UK

Travel: Clean UK driving license with the ability to commute to and from work independently.

Hours: 37.5 hours p/w.
