Estates Valuation Surveyor

Seven Resourcing is working with Leicester City Council to recruit an Estates Valuation Surveyor for their Estates & Building Services.

Pay is; £46,549.00 – £49,590.00 per annum.

This is a permanent role.

Job Purpose:

To actively manage the Council’s built estate, seeking to challenge and redefine the existing portfolio through the valuation, disposal, acquisition, development and management of land and buildings on behalf of the Council in accordance with the Council’s Asset Management Plan to maximise income from its corporate asset portfolio.

Duties:

Managing and supporting team colleagues in the Corporate Estate. Including the management of other assigned resources such as budgets with a value of approximately £700k.

Inspecting and valuing property across a broad portfolio for letting, acquisition, disposal, property management and review purposes in line with RICS professional standards.

Undertaking tasks associated with the financial management of capital, revenue income and expenditure budgets and service charges.

Evaluating proposals for transactions or schemes for existing property or new acquisitions to redefine the portfolio.

Managing internal customers and tenants, dealing with day to day tenant enquiries relating to liabilities under their legal agreements such as repairs, use, service charges and rent payments

Assessing and negotiating a range of property transactions.

Contributing towards the development of the Asset Management Strategy.

Working with other Divisions to provide corporate property valuation services.

Providing professional advice to clients in relation to property management and valuations.

Undertaking other miscellaneous duties associated with the role.

Applicant Requirements:

Qualifications:

      Significant understanding and knowledge of commercial estates management, providing professional advisory services around strategic property management across a varied commercial property portfolio.

Substantial knowledge of acquisitions and disposal including sale, CAT (Community Asset Transfer) transfer, auction and asset reprioritisation. Good knowledge and understanding of Landlord and Tenant and other relevant legislation and guidance.

Experience: Significant experience of commercial property management including void management and re-letting; a strong awareness of commercial market opportunities; and, property marketing.

Experienced Chartered Surveyor with a proven track record of commercial property management including lettings, rent reviews, lease renewals and general estate management; as well as professional work including acquisition, valuation and disposals.

Experience and knowledge of relevant health and safety, fire safety and other statutory/legislative requirements of land and property and associated services.

Significant experience of asset management techniques and approaches in the public sector.

Significant experience of acquisitions and disposals of land and buildings as part of a wider strategy to meet corporate requirements.

Compliance: Up to date Passport Right to work.

Travel: Clean UK driving license with the ability to commute to and from work independently.

Hours: 37.5 hours p/w.
