Head of Financial Planning & Reporting

Seven Social Care is looking for a Head of Financial Planning for an Interim position in the Eastbourne area.

The role:

  • Be the technical lead for Financial Planning activities serving Lewes and Eastbourne Councils, providing strategic advice to members, directors and assistant directors, their companies, and stakeholders in accordance with the Councils’ corporate plan, company business plans, priorities and values.
  • Lead the production of the medium-term financial plan, undertaking all necessary resourcing forecasts and determining required savings to achieve a balanced budget over the period.
  • Develop appropriate financial models and analytics to determine financial impact of future service demands, changes in legislation and other factors on the Council’s medium-term financial envelope.
  • Advising on the outcomes of the medium-term financial planning process to key stakeholders through drafting budget reports, council tax reports, the medium-term financial strategy, other ad hoc reports as required, and deputise for the Deputy Chief Finance Officer (DCFO), as may be reasonably required from time to time.
  • Provide support for the medium-term financial planning process and support the longer-term council-wide financial position and develop financial strategies with stakeholders.
  • Develop appropriate financial models and analytics to determine financial impact of future service demands, changes in legislation and other factors affecting resource requirements
  • Instigate, develop and support the attainment of alternative sources of funding that contribute towards identified funding gaps
  • Provision of financial evaluation and advice to the Corporate Management Team, Senior Managers and Members when required on the monitoring the Council’s overall financial position, including financial forecasts and updating the Medium Term Financial Plan; advice on the financial implications of legislative and other changes.
  • To work routinely with senior managers across the organisation (typically up to and including Director level) and elected Members (including clearing reports for and attendance at formal Committee meetings), providing specialist professional, technical expertise and reports to support and influence financial planning, management and operational decision making.
  • Ensure all staff in the Financial Planning Team has adequate supervision, training and support and ensure that tasks are allocated in line with current priorities and deadlines, and work is planned and carried out in accordance with deadlines.
  • Work with the Head of Financial Reporting and Principal Accountant responsible for the capital programme to manage and co-ordinate the overall control of the Councils funding position across capital and all revenue funds, ensuring spend is approved through due process including the use of capital funding, corporate reserves and balances.
  • To manage day to day activity within the Financial Planning team, including design and implementation of processes and procedures for other staff to follow, ensuring that the business partnering team are kept up to date on any significant changes within the planning process and are therefore able to effectively advise their respective service leads.

Applicant Requirements:

  • Qualifications:
  1. Membership of appropriate professional body e.g. CIPFA, or other CCAB body.
  2.  Evidence of continuing professional development (CPD).
  3. Educated to a degree level
  4. Key knowledge and intelligence of changing financial legislation and initiatives that impact on the public sector
  • Experience: Experience working within Local Authority
  • Compliance: RTW in the UK with no restrictions
  • Travel: Clean UK driving license with the ability to commute to and from work independently.
  • Hours: 37 hours p/w.
