Seven Resourcing is working with Leicestershire County Council to recruit a Human Resources Adviser for their Admin and Clerical Service in Glenfield.

Fixed Term 12 month placement on a permanent salary

£35,484 – £38,157 

27 hours per week

To provide a comprehensive HR service to a range of customers, including internal/external stakeholders and partners, ensuring that the service provided is focused on delivering innovative business solutions.

KEY CORPORATE and LTS HR team RESPONSIBILITIES

–    Be an integral member of the HR Teams within People Services.

–    Maintain effective working relationships with other colleagues in People Services including HR Business Partners, the Learning and Development Team, the Health & Safety and Wellbeing Service and the East Midlands Shared Services.

–    Maintain effective working relationships with internal Departments and external client / partner organisations

–    Promote a focus on quality and performance

–    Contribute to developing and delivering the relevant HR Business Plan(s) in line with the organisational strategy and objectives

–    Contribute to the delivery of the People Strategy and People Services Commercial Strategy, as appropriate

–    Promote the Council’s values and behaviours when working with clients, stakeholders and partners

–    Ensure so far as possible a consistent application of the County Council’s policies and procedures across all Departments

–    Contribute to the Equality and Diversity agenda

–    Assist with the learning and development of colleagues within the HR function

–    Ensure adherence to relevant health and safety procedures

KEY SERVICE RESPONSIBILITIES

–    Proactively identify areas for improvement and development which make positive changes within the service and customers organisations /departments 

–    To evaluate jobs as part of a Job Evaluation panel

–    Assist the Senior HR Adviser and/or Team Manager in the development and delivery of briefings, workshops, training, and value adding services to customers

–    Undertake commissioned investigations and other project / consultancy work as requested 

–    Work flexibility across the strategy and HR teams, undertaking work as allocated by Team Manager or Corporate HR Manager

–    As part of the LTS HR Team, undertake similar tasks on behalf of external clients as identified below for ‘strategy and OD team specific’ 

–    Relevant Degree or professional/management qualification

Or

    Relevant and significant                                     

    operational experience at the

    level equivalent to the above 

    qualification.

–    Graduate member of the Chartered Institute of Personnel and Development.

–    Experience of providing effective & practical HR advice & support on the following HR topics:

o    Recruitment and selection

o    Probation

o    Safeguarding

o    Grievance & Dignity at work

o    Disciplinary, capability

o    Attendance management, including wellbeing and management of ill health

o    equality & diversity

o    organisational change and workforce planning

o    terms & conditions/contract management

o    pay & reward

o    leave, allowances & benefits

–    Experience of developing and implementing effective and practical HR policies, procedures, guidance, processes and/or toolkits for managers and employees.  

–    Experience of writing effective reports for management meetings and/or committees

–    Experience of proactively identifying areas for improvement and taking action to make changes 

–    Experience of identifying and meeting customer needs

–    Experience of delivering a ‘sold service’ 

–    Experience of successfully working with and influencing Trade Unions and/or employee representatives

–    Experience of School Teachers Pay and Conditions
