IT Project Manager

Seven Resourcing are looking for one ICT Project Manager to work in County Hall, EX2 4QD. This is within the councils ICT Commissioning team. This is a full time position (37 hours per week).

The role is mainly remote working.

It is paid at up to £28.57 per hour (Ltd).

The role:

The purpose of the role is to manage the successful delivery of complex IT and

business change projects within the ICT Commissioning team. Projects may be

initiated and funded by ICT Commissioning in support of delivering ICT strategy or commissioned by other parts of Devon County Council (DCC).

The postholder will usually be accountable for several projects at a time, delivering the required outcomes and benefits to time and budget and effectively applying the agreed standards, methods and processes for project management. Typically, such projects last several months, with budgets up to £500,000.

Reporting to the Project Office Manager, the post holder will also contribute to the

development within ICT of a centre of excellence for programme and project

management in support of ICT strategy requirements.

Key Responsibilities:

  • The post holder will be responsible for managing multiple projects end to end, from inception through to delivery and acceptance, whilst also undertaking relevant business analysis to define requirements for projects and support the implementation of changes delivered by projects.

    The post holder will work with senior stakeholders from across

  • DCC and be responsible for taking the lead in projects which range from process re-engineering initiatives through to new systems implementations and IT service restructure.

    The role operates on an assignment basis managing virtual project teams in a matrix managed environment, delivering project objectives via both internal and external DCC clients, stakeholders and suppliers.

  • Project Management
  • Manage projects, ensuring resources are available to deliver in line with

    agreed customer priorities and requirements.

  • Manage project budget, tracking all spend and ensuring timely approval of invoices.
  • For staff assigned to projects, give feedback on their performance to their line managers, escalating non-performance issues if required.
  • Produce regular management information and reports on all projects.
  • Identifying, logging, analysing and managing issues and risks, taking corrective action and escalating as appropriate.
  • Ensure that all developments are implemented in such a way as to maximise user and business benefit; completing business and process analysis as required so that user requirements are well defined and agreed.
  • Work with DCC Procurement Services and Legal Services in selecting suppliers and setting up commercial contracts as required by projects.
  • Ensure projects meet regulatory compliance standards and security requirements.
  • Provide knowledge, where appropriate, to support teams maintaining in-house and third party developed applications and systems.
  • Develop strong client relationships and effectively manage stakeholders, negotiating to resolve any conflicts of opinion.

Applicant Requirements:

  • Qualifications: Similar Work Related Experience
  • Experience: 2+ years working within a similar role. 
  • Compliance: Current Standard DBS check. 
  • Travel: Clean UK driving license with the ability to commute to and from work independently.
  • Hours: 37 hours p/w.
