SEND Case Manager

Seven Resourcing is working with Leicestershire County Council to recruit a SEND case manager for their Education services.

£250 – £275 per day via Umbrella.

Initial 3 month contract.

Must be able to spend a day a week at our head office in Leicester and have strong confidence and assertion skills.

Job

–    To assist in providing comprehensive and professional delivery of the Local Authority’s statutory duties pertaining to statutory assessment and review of children and young people with Special Educational Needs

–    To carry out routine casework in relation to children and young people with special educational needs and disabilities in accordance with the LA’s statutory responsibility including Education, Health and Care Needs Assessments and the review of Education Health and Care Plans, (EHC Plans).

Duties:

Under the guidance of the SENA Locality Team Manager, consider, interpret and analyse requests for Education Health and Care needs assessment in line with legislation and local policy to ensure robust and consistent decisions are made.

To prepare documentation for cases to be considered by the Local Area’s SEND Panel in relation to requests for Education Health and Care Plans, for top-up funding and other cases requiring a decision by SEND Panel such as issuing plans and specialist placement requests.. 

Draft EHC Plans, ensuring they are co-produced through a person-centred planning approach, clear, accessible and outcome focused, of a high quality and completed and issued within statutory timeframes defined within the Children and Families Act. 

Under the guidance of the SENA Locality Team Manager, interpret and analyse education, health and care needs assessment advice from parents, children and young people, schools and other agencies in order to decide whether or not to issue or amend an EHC Plan, ensuring a robust, consistent application in line with guidance, legislation and local policy

Analyse and assess Annual Review recommendations, decide whether or not to amend a Education Health and Care Plan and respond accordingly.

Undertake any necessary casework and negotiations prior to issuing a Final Education Health and Care Plan.

Assist a Senior SEN Case Manager in preparing responses to Tribunals in order to represent the decisions and policies of the Leicestershire County Council. Attend tribunals and inclusion forums where necessary.

To prepare and lead case management, co-production, person centred planning meetings throughout the SEN assessment. To engage with the Quality Assurance and Learning Framework process and follow the quality standards accordingly.

To maintain a focus on preparation for adulthood throughout the EHC planning and annual review processes.

Work within a locality team to ensure timely management of cases.

Maintain effective communication with parents, schools, central services, health and social care professionals on individual cases.

Deputise for SEN Locality Team Manager or other officer colleague on occasions, and in their absence, ensure continuity of service and a continuing source of advice for parents, schools and other agencies.

Work in partnership with all agencies to ensure that children and young people with special educational needs are effectively safeguarded.

To ensure own personal and professional development through appropriate participation in job-related learning opportunities and maintain up to date knowledge relating to SEND legislation, policies and practice.

Responsible for protecting and managing information securely, and reporting breaches or suspected information security breaches, in line with Council policies.

Ensure departmental policies on staff management are implemented and positively engage in the Annual Performance Review process.

To undertake other duties commensurate with the grade of the post as agreed with the Service Manager and / or Locality Team Manager
