Senior Sourcing Specialist

Seven Resourcing are looking for a temporary Senior Sourcing Specialist to work within Norfolk County Council.

This position is a temporary Role for 4 months with the possibility to be extended and pays £22.53 (PAYE) or £27.80 (Umbrella) Per Hour.

 

The Role:

Contribute to the development and implementation of procurement strategies and sourcing plans for the specific category of expenditure through contracting activity. Manage demand through working with departments to coordinate requirements and maximize the benefit of market engagement to obtain sustainable outcomes and value for money for the Council and supporting the delivery of front-line services.

 Key Responsibilities:

  • Strategically review the council’s commodities expenditure and support the development and implementation of a strategy and sourcing plan for the sub-category, providing a coherent approach to a range of procurement activity.
  • Co-ordinate a cross-functional view of business requirements through working with a broad range of stakeholders and thereby manage demand to maximize procurement outcomes in terms of value for money and sustainability, securing early procurement involvement in commissioning activities.
  • Develop an expert role in commodities and provide professional advice and guidance to appropriate Chief Officers & service managers on all aspects of purchasing to ensure compliance with contract standing orders and procurement law. Using current market knowledge and appropriate procurement techniques, lead virtual teams in procurement activity including contracting, supplier development and contract management to ensure optimum service levels are delivered and negotiate necessary improvements in developing markets to ensure that effective contracts are in place that deliver efficiencies and support the service delivery needs of the Council.
  • Work closely with colleagues in other organisations to aggregate demand to maximize innovation, aggregation, best value and sustainable outcomes, understanding the appropriate category markets and sharing market intelligence strategically to optimize market approaches and engagements.
  • Support and execute procurement plans, which deliver the strategic objectives of the business, undertaking the purchase of appropriate goods/services contracts at the required standard and delivering best value within the scope of the sub-category.

Applicant Requirements:

Qualifications: Procurement qualification in CIPS Level 4

Experience: 3 years’ experience

Compliance: 3 years references.

Travel: Clean UK driving license with the ability to commute to and from work independently.
