Service Manager – Brokerage Team (Commissioning)

Seven Resourcing are looking for a temporary Service Manager to work with the Brokerage (Commissioning) Team. This position is initially for a period of 3 months and is paying £50.00 per hour (paid to you via an umbrella company).

The role:

The local authority are seeking an interim Service Manager to lead the work of the Brokerage Service that commissions a range of services for children and their families. A key aspect of the service’s role is the brokerage of placements for children in care.

The role will also include a review and assist the transformation of the Brokerage Service in line with NCT’s Sufficiency Strategy and ensuring that budgets and other resources are effectively used.

The Brokerage Service includes a team of extremely committed Brokerage and Contract Officers, who are managed by an effective senior management team. This role will oversee their work and further develop the transformation work that is currently taking place.

Key Responsibilities:

      To manage the Brokerage Service, developing a service plan, and leading the production of team and service unit plans, in accordance with NCT’s objectives. Systematically reviewing progress against these plans to ensure a consistently high standard of service which is in accordance with Council objectives.

To review and assist with the transformation of the Brokerage Service to meet the requirements of NCT. This is in line with the Sufficiency Strategy and associated action plan

To manage, allocate and monitor budgets and contracts with providers in accordance with the NCT’s financial regulations and relevant codes of practice.

To take a lead role in developing effective commissioning arrangements with partner organisations exploring and developing opportunities for the integration of services.

To ensure the agreed safeguarding children’s arrangements working effectively to all children and young people in vulnerable situations and that staff receive and deliver training.

To recruit, select, lead and motivate staff, appraise their work and ensure the preparation of staff development plans and workforce plans that will contribute to achieving a high standard of performance.

To ensure that services provided are based on principles of best value utilising a full range of potential providers and is compliant with procurement rules.

To introduce and sustain a performance culture in the post holder’s area of responsibility, taking account of national and local requirements and taking specific responsibility for performance targets for agreed indicators.

Applicant Requirements:

  • Qualifications: Level 5 in Social Care, Education or a relevant management qualification.
  • Experience: 2+ years working within a similar role.
  • Compliance: Current DBS check and references covering the last 3 years.
  • Travel: Clean UK driving license with the ability to commute to and from work independently.
  • Hours: 37 hours p/w.
