Sign Services and Traffic Management Operative

Seven Resourcing is working with Leicestershire County Council to recruit a Sign Services and Traffic Management Operative within their Operational Highways services.

This is an ASAP start which is an initial 3 month contract with the possibility of extension based at Mountsorrel; LE12 7AH.

Job Purpose:

To work as part of a team to deliver a best value, customer-focussed service throughout Leicestershire and occasionally, surrounding counties.

You will provide an excellent delivery and collection service for temporary traffic management signage for the Highway Delivery workforce.

Your work will also support the provision of highway maintenance, construction, forestry and street lighting activities where stop/go boards are required to direct the flow of traffic.

You are responsible for safe temporary traffic management provisions for the site.

Duties and Responsibilities:

To undertake various duties linked to temporary traffic management signage, delivery, collection, and practical traffic management to gain experience in technical practices; safe working procedures and use of equipment and power tools.

The list below is indicative of the types of work, but is not exhaustive:

Erection and removal of appropriate signs

Assisting with the scheduling of the resources required to effect distribution to, and collection from, given routes

Remain flexible at all times during the works, specifically if disruption is caused to the schedule through early or delayed finish times

Reading plans and drawings associated with any/all Traffic Management

Carry out daily routine checks and maintenance to appropriate vehicle and plant, complying with relevant legislation (e.g driver’s hours regulations, European Drivers Regulations, safe loads and weights) to ensure safe and continued use.

To work in close collaboration with the Sign Shop and Traffic Management Technicians, assisting where required in the workshop, and providing cover at peak or emergency times as required.

To take part, on request, in a Standby rota to assist in emergency situations in order to provide out of hours cover, receiving instruction to attend sites and making the area safe prior to permanent solutions being put in place.

To support the Supervisor or Site Team Leader by:

Taking the role of lead operative as requested when working with other operatives on the same grade, with responsibility for ensuring the correct observance of Health and Safety directives with regards to personal protective equipment, application of Temporary Traffic Management requirements and the safe lifting and handling of materials and plant on site

Ensuring daily performance targets are met, raising any issues in a timely manner with the Supervisor or Site Team Leader

taking the lead when working with temporary staff, to explain the requirements of the job, answer, or escalate to the Supervisor or Site Team Leader any queries and ensure they are made to feel part of the team

To comply with risk assessments and safe working practices, ensuring a safe working environment, having regard to statutory requirements such as Health and Safety, COSHH Regulations and Driver’s Hours Regulations.

To co-ordinate the delivery, collection and storage of temporary signs at depots and sites to minimise operational disruptions.

To implement temporary traffic management systems to comply with Chapter 8 and the Code of Practice for Safety at Streetworks.

To comply with all Health and Safety legislation, Traffic Management requirements and Operational Highways safety and quality procedures to ensure personal safety and that of colleagues and the general public.  To comply with all Quality Management Systems, quality procedures and working practices.

To maintain training records in accordance with the requirements of the personal development process. Ensure training is attended in order to retain compliance with various legislation.

To comply with all authority and departmental policies, management systems, procedures and working practices (especially in relation to Health and Safety procedures).

To manage less experienced operatives when working together in a mature manner to help them increase their skills and knowledge.

To actively promote equality of opportunity, work towards eliminating discrimination and promote good relations between all groups of people.

Responsible for protecting and managing information securely, and reporting breaches or suspected information security breaches, in line with Council policies.

To work as part of a team where required to support other Operational Activities – this may include: Quick Response; General Maintenance; Drainage; Road-mender; Gully Emptying; Camera Van; Construction & Surfacing.

Applicant Requirements:

  • Qualifications: 
  • NVQ 2 in Highways Maintenance or similar
  • Skilled Road-worker Trades Test Assessment
  • New Roads and Streetworks Act (NRSWA) Qualification (Operative)
  • National Highways Sector Scheme 12B
  • National Highways Sector Scheme 12C
  • National Highways Sector Scheme 12D(T1/T2)
  • National Highways Sector Scheme 12D (T5)
  • Valid Driving Licence
  • Valid Large Goods Vehicle Licence and CPC Trained with current DQC Card
  • OR Demonstrable evidence of the skills and experience as outlined below, together with a commitment to attain the essential qualifications
  • Experience:
  • Working in a highways or civil engineering environment
  • Use of information technology (eg personal computer, PDS, mobile phones etc) in a work-related context
  • Acting as banksman/ signaller for other drivers
  • Safe installation of Temporary Traffic Management, including road closures and diversions
  • Installation, maintenance and removal of traffic control systems in a safe manner
  • Use of underground detection equipment
  • Compliance: Up to date Passport and Drivers Licence.
  • Travel: Clean UK driving license with the ability to commute to and from work independently.
  • Hours: 37 hours p/w.
