£53,000 – £58,000 per annum + 10% car allowance.

Working Arrangements:
Our offices are based in Newport, Isle of Wight. Whilst the role is required to be predominantly office based, there are elements of it which could be well suited to remote working on a part-time or ad-hoc basis.

Job Purpose:
We are looking for someone to lead our award-winning Structures Team in manging the island’s structures stock under the IOW Highways PFI Contract. As a team of engineers, inspectors and project managers, the Island Roads structures team manages a stock of approximately 200 bridges and 600 retaining walls in the provision of a client and consultancy service for all aspects including inspection, assessment, maintenance, strengthening and reconstruction.

Key Accountabilities
•    Ability to work without supervision to complete technical tasks. This may include developing briefs, delivering and reviewing structural inspections, presenting feasibility studies and using appropriate design standards, code of practices and guides to assess bridge structures or highway retaining walls. Where external consultancy support is required, the Structures Manager will coordinate delivery to ensure outputs are optimised.
•    Maintaining strategies for inspections, monitoring, assessment (load, scour and parapet) and communicating the requirements to the team to ensure that these plans are implemented in accordance with the contract performance standards.
•    Creating and managing the forward works programme for inspection, assessment, design, maintenance and strengthening. This should include optimising maintenance to uphold standards for bridge condition index (BCI).
•    Using your technical knowledge and experience to provide advice to clients and colleagues. 
•    Preparing and monitoring OPEX and CAPEX budgets.
•    Reviewing tender submissions and monitoring supply chain partner compliance with relevant legislation, standards and policies relating to health, safety and the environment.
•    Reviewing pre-tender Health & Safety Plans and Risk Assessments and carrying out the duties of Principal Designer or Designer where required by the CDM Regulations.
•    Communicating with other stakeholders and organisations to share information, build relationships and suggest improvement to current ways of working. 
•    Providing workplace mentoring and guidance to less experienced members of staff to ensure they are able to develop the necessary skills to deliver in their role.

Knowledge, Experience & Qualifications    
Candidates must demonstrate the following:
•    Chartered Civil Engineer (CEng MICE/MIStructE or equivalent)
•    Experience of Inspections to the BCI system
•    Working Knowledge of 
•    Standards, Codes of Practice and guidance relating to Highway structures Design, Maintenance & Management
•    Relevant highway structures asset management systems
•    Relevant parts of the British Standards; Design Manual for Roads and Bridges and the Manual of Contract Documents for Highway Works. 
•    Budgetary control 
•    Risk assessment and management
•    Ability to manipulate databases and spreadsheets

Preferred requirements:
•    Experience in the design of Highway structures
•    Construction site experience 
•    Experience of NEC3 forms of contract 
•    Ability to drive
•    A clear work history and proof of professional development and learning
Decision Making
•    The post-holder will need to be able to prioritise their own workload 
•    Decisions on a broad range of issues are required on a daily basis, including the application of engineering skill and judgement in the proposal and evaluation of solutions to engineering problems affecting the whole-life cost; safety and performance of assets.
Contacts and Relationships 
•    The post holder communicates at a high level, both orally and in writing, in order to provide professional advice or exchange information with a wide range of contacts including members of the public, officers, developers, environment agency and external consultants on routine basis. They need to use tact and persuasion when interacting with outside parties regarding the impact of their works. 
•    Verbal communication is integral to this post and will involve constant communications with members of the team.
