JOB TITLE:          Local Network Technician     

REPORTING TO:        District Service Agent

JOB PURPOSE:    To deliver highway maintenance solutions through targeted condition surveys, network intelligence, interaction with stakeholders and close liaison with Safety Inspectors and the Supervisors who will deliver the Countywide Services in the area

Duties:

      Using local knowledge to assist the Local Network Teams in the collation of intelligence to support the Cat 2 works/Cat 3 and 4 proposals and whole service intelligence for inclusion in the Annual Planned Works Programme and service planning process

Monitoring the “hot spots” in their Districts in liaison with the Service Integration Team

Where necessary, undertake Highway Safety Inspections to support the timely delivery of this service and support timely completion of insurance claim evidence records relating from inspections and remedial actions.

Form effective relationships with Members, Residents, HCC Officers and Stakeholders

Attend all applicable local area forums (or other similar meetings)

Supporting the development of Annual Planned Works Programme and Service Plans

Supporting Walk and Build/ECI to deliver localism focus across work streams

Providing operational support to countywide services in the local area such as coordinating the Winter Service activities with the District and Borough councils and proactively supporting local incidents that may occur on the Network

Delivery of asset condition inspections addressing local issues that are identified by residents, Members or through the network watchmen to address local issues impacting network condition

COMPETENCIES:

–    ONC/City & Guilds 6033 Scheme – Highway Safety Inspection Award or similar accreditation/NRSWA – accredited (Supervisor)

–    Comprehensive understanding of the HCC Assess and Decide Policy

–    Fully conversant with HCC’s Inspection Manual and knowledgeable about the inspection aspects of the Well Maintained Highways Code of Practice for Highways Maintenance Management

–    Understanding of operational delivery within the TMC/Civil Engineering sector with awareness in safety, quality and environmental issues

–    Understanding of construction methodologies with firm grasp of H&S and TMA compliance

–    Experience and proficiency in identification and risk assessment of defects to be categorised for appropriate interventions

–    Knowledge and personal interest (preferable) in defined Hertfordshire Districts

–    Understanding of operational H&S responsibilities

SKILLS AND BEHAVIOURS:

–    Display a culture of “Network Pride” by taking ownership of road network in the local area and managing issues before they become problems

–    Focussed and detail oriented to identify and assess asset condition accurately in line with the Assess & Decide Policy

–    Ability to translate Assess & Decide Policy parameters to defects on the ground

–    Comfortable and proficient utilising technology based equipment to expedite accurate information

–    Excellent communication skills with a focus on listening

–    Ability to communicate with tact and diplomacy

–    In-depth knowledge of highway maintenance and other local authority services

–    Promote/observe Health and Safety standards – “lead by example”

–    Feedback from meetings with reporting staff, Manager and from other Managers – Annual appraisal process
